1 raise more pre flop, 3x+ 1BB per limp is an OK rule to start with. Flop is an easy fold with that action. Recognize that in these spots you often don't have 6 outs and assuming you do have 3, you don't know which ones they are so you won't make much money even when you hit.

2 raise or fold pre flop, open limping at this blind level or beyond is generally not a good idea and I would never open limp AQ at any level. I would think you should raise this 100% of the time, only fold at tough tables.
