OP, poker adages almost universally are invented and spread by people who are bad at poker. Don't try and manage your game with them. It's OK to go broke with a queen in your hand before the flop.
In this specific case, the only range you can give UTG is two cards.
UTG-1 may know this and be calling with a much wider range than just PPs.
But, worst case, if you were calling vs one PP, you should still call against two, you lose less than 1/3 of your pot equity and the pot size increases 50%.
