If you think his stack off range is only KK+,AKs (I think it's a bit wider as you are a 13/10) then it's even better to 4bet as:
- You'll win the pot very often and it will largely compensate for the times you'll get stacked by KK+ (your equity against KK+,AKs is something like 27% so you'll still win a bit more then 1 every 4 all-ins)
- You won't have to play OOP very often
