Whats the right way to play this?

I didn't want to cbet the flop because of the two small stacks and just being in that large of a pot.

I thought about betting the river pretty big and going for the pot but CO is solid and I wouldn't be suprised if he called me down with small pair.

Turn bet doesn't accomplish much, think about what hands you would possibly play like this - once you checked the flop you basically said "i'm scared", and betting <1/2 pot on turn is just repeating yourself...

Bluff calling the turn confuses me if your not gonna take it on the river with so many busted draws and in a 4way pot your hand has very little showdown value. I tend to act up when the board pairs a small card like this and pop that shit up hoping to fold out better hands and bring QJ and low flush draws along. But whatever, if someone paired up you definately lost the minimum.
