because by raising preflop with a hand that's not that great, like J7o you're not just going to bet 6 BB into a 9BB pot, you're going to bet the 4BB of the preflop raise + 6BB on the flop to win a 9BB pot
so you have to be sure they fold more than 50something% of the time and that you're not going to flop a jack and lose money vs. a better jack

so it's OK not to raise too loosely preflop in this situation
