OESD + weak TP on turn

I mean it isn't the worst call in the world. In this spot I limp like 45s+ and JQo+ and raise 66+

If the limpers are loose/weak I raise QJo+ here... potential leak?

I wouldn't think so. I recently added this into my range, especially if they are call stations with less than top pair.
