    Default ATC- when and why?

1.When should I go all in with any two cards?

2.When there r only 4 players and if Average M is lower than 7 and my position is SB, I go all in if there is a shortest stack behind me or I am the shortest stack, do you agree with this?

This is very situation dependent, but two common times to go AI with ATC are:
    - If it is folded to you in the SB and you or the BB have <10x BB (barring an unusual circumstance such as on the bubble with another player having a very short stack UTG, or if the BB calls stupidly wide)
    - If it is folded to you on the button, you have <5x BB, the blinds have been calling relatively tight and neither of them has a monster stack.

That's the first situation I mentioned above, I think.

    Good Question:

I would agree it can be very situational.
Considering many factors like your table image and table dynamics.

If weak is behnid you >> Push ATC
If Short stack is behind you >> Push ATC
If M of 6 or lower >> Push ATC

    Good Luck

This is much too general advice. Best for the OP to post specific hands which can then be analysed.

the PVS play is one example as well as taipan's examples. i think the "why" part of this post should be a little obv

It is impossible to have 'hard' rules for this situation, basically the concept is that there are factors that should make you open up your starting hand requirements
    1. Your M and other players M
    2. Your position
    3. Tightness of the players left to act

At one point or another the combined affect of all 3 makes it profitable to push ATC
