Default 99 in early stages vs loose

This is from the 30k weekly freeroll. I haven't seen villain do anything too crazy so far. The only thing I have seen is dbl off of J9o when calling for a OESD and hit.

    SB (t3370)
    BB (t625)
    UTG (t1380)

    Hero (MP2) (t1440)

    CO (t3050)

    Hero's M: 19.20

    Preflop: Hero is MP2 with 9, 9
    3 folds, Hero bets t150, 1 fold, CO calls t150, 3 folds

    Flop: (t375) 10, 10, 8 (2 players)
Hero bets t200, CO calls t200

    Turn: (t775) 4 (2 players)
    Hero??

I know villain is a draw-y type of person so FD, SD, T, 8 are all in his range. However, I have blockers to the OESD so FD, T, and an 8 are most likely.

The 4 is a safe card and I don't think villain will call me again with an 8, so I loose value there if I bet. If I check and villain checks then I give them a free look at a river. However I also think villain would just flat call a T on the flop for deception. Thoughts?

check and play for showdown value here. when he checks behind, I c/c river sometimes.

I would not expect anyone to fold an 8 in a freeroll, I'd just bet 400.
