That seems like a good flop to C Bet. If either of the opponents started with a pair, then it is most likely to be an overpair to that board and they would very probably have bet. So bet about 400 and you should take the pot.

Another thing - is it just me or does their preflop play look a lot like low PPs?

UTG play is classic PP, betting will put you in a tough spot if shoved over, I think I check this one

If we check this spot, what is our plan if either bets the turn? Fold? Checking it down does not seem like a good option, as if we do have the best hand on the flop, we are about a coin flip to win the hand by the river if there are 3 live cards against us.

Whilst its true that UTG's play could be setmining, his stack is just 1K, so if he is decent he should realise setmining is not profitable for him. Fish limp/call with all sorts of trash.
