Don't overthink it, just call because he does this with a lot of hands you have beat. I think you should have gotten it in on the turn however. You can reraise the flop, but often with the nut diamond here I call like you did to keep his entire bluff range rocking and rolling.

don't assume everyone plays like you, esp pre flop. he can have lots of PPs and 9xs that all look pretty good to him.
