some PLO hands

hand 1: big draw vs. likely top set OOP multiway

Generally I always call with this type of hand preflop, even out of position although I'm not sure that's correct in a tournament situation.

Given his passiveness (he as about 30/4 over 40 hands), I feel like we are never ahead with 2 pair, but obviously we're not going anywhere with pretty much our nut flop. Assuming we are behind do we always shove just in case the third player has a random gutshot type hand?

Villain is new to table but given shortstack probably 3-betting fairly wide. Are we folding this hand? It feels absurd but I feel like flatting given he's never going to fold postflop. Or just fold cuz he's so short?

Villain is generally passive although when he has a real hand, he doesn't slowplay and generally bets full pot. Normally I don't like bluffcatching vs. passive players but given that his turn calling range is mostly draws and he'd bet/raise 2 pair + on flop do you call here with a terrible 2 pair?
edit: (and yeah, turn bet may be terrible)
