Avtatar help?

How do you shrink a picture so you can make it into an avatar? Whenever I try to crop it with MSpaint it just crops the picture but doesn't shrink it as I would like it to.

I know photoshop works but I dont have it installed on my computer.

In Paint:

Image -> Stretch/Skew... -> Stretch: X%


X value less than 100 to reduce. X value greater than 100 to enlarge.
Same value for both to scale proportionally.
