I don't think he has to raise on the flop becuase it's hard to put ragging on any sort of draw that would hurt his hand. Maybe the gutshot as a longshot, but you would just be playing scared and lose a lot of value from your set if you scare your money away. And if he has the table presence of muscling around, then he would have played his set perfectly on the turn by looking like a steal and protecting against the flush draw.
Of course, it's kinda odd arguing that he had the set when I can see he doesn't. I really wish you people wouldn't post the hand results.
