Playing right of the big stack

Im playing in a3 Table tournament. Part of being agressive is being able to successfully stealing blinds. The big stack is two seats to my left meaning that he would be in the BB if i raised his blinds. I have an average stack and he has about twice my stack. 3k-5.5k. How do I steal be aggressive and try to make steals.

do it from the CO(cut off--one spot to the right of the button) when he is UTG(under the gun)
