When you say it's the first time you've seen him raise a flop, what had he been calling cbets with?
I'd assume that he'd be 3betting QQ+, AQ+.
He could easily have two pair, maybe a set of 7s or Js. He could be raising KT, 9T but probably not that often. Maybe 89 too if he's bad.
If it's the first time I've seen him do it in 100+ hands I'd probably give him credit if I have a TPTK type hand and fold, however whether that's the right thing to do I have no idea.
