Oh I see your point. I mean yeah, that's true. If someone doesn't do anything racist (whatever that means - join the KKK, openly discriminate against someone, etc.) but holds racist beliefs, that wouldn't be obvious if they never expressed it. I think if you're truly a racist though, it'll come out in your behavior or language at some point or another.
I think the sentiment of "never" wanting to date anyone of another race is rooted in racism, but I don't know if I'd call him a racist for it. But it would also depend on why he would never want to date them. If it's sexual attraction, then I think that speaks to a broader issue of how we are conditioned to view beauty from a young age, and how the Western white woman has become this idealized aesthetic. But if his reason was something like "They're all loud and obnoxious" then I would call him a racist. It seems pretty clear though that it's the former.
