I agree agriculture is generally weak. Getting some early stone working helps with the civilization improvement, which then helps with technology. (making up actual terms here because I'm too lazy to double check). Felt like a huge population was less necessary that way. I'm pretty sure the second time I won the game I had a population over 800 but was never able to recreate. Maybe it was nomads.
P.S. I haven't even tried the game on hard, felt like it would be too frustrating.
