The point of value betting is to get worse hands to call you or for a draw to call when getting a crappy price. On the turn, if you are value betting, he will not call with worse due to the bet size and if you are bluffing, then you only get hands worse than you to fold. In the end, the turn shove accomplishes nothing.
I just looked at my notes on villain and :

open Kh9so UTG, call x/shove on Ac9c2c with no FD.

which doesn't say villain has worse than me in this spot, but I think if hes calling there in my note then he can def. have worse hands. Kx, case T, 2pr,66,99 etc.
