gator's plan here might be to not nom (notice he lays the groundwork for us knowing how silly it would be for the wolf to not nom), then tomorrow the jailkeeper would be all like "yo's i jailed duh hooper and no nom therefore we's all win". then v hoopy dies and the wolf noms the jailkeeper, and he has an actual ability to win again.

You are overthinking it wuf. If I was the last wolf standing I wouldn't put together an elaborate plan that has me in it. I would simply go on about business and work on getting people lynched.
Flip it around if you want. Vig me, role cop me, or lynch me. It doesn't matter as long as the four names in there are the same.
Also, where in my plan had the jailkeeper outing himself? If everyone knows who the jailkeeper is going to jail then night actions tell a story all can live with no?
