Because a villager making that play is bad.
Wolf says "my partner is villager A".
Villager A says "hell no my partner is villager B".
Villager B confirms this.
Village lynches A/B then follows up on the wolf next day = WIN.
Lets say Villager C tries the same play (D is his actual partner).
If C picks a villager as his fake pair then it doesn't bother the wolves, A/B then C/D get lynched.
If C picks a wolf then I suppose it could work, but it seems very chancy. The wolves can still get C/D lynched first then win on day 2.
