I think you're overstating the power of the tailor when more than 1 wolf is alive. It only comes into play if I peek the player that they tailored. That's why I think they didn't RB me and were tailoring someone they thought I would peek hoping I'd come up with a wolf peek.
With the current game state, the tailor will almost certainly be tailoring themselves so that if I peek them, it gets a villa result.
